Clarifying Strategy to Advance a Whole Family Vision
For 130 years, Clover has served as a lifeline for families across Greater New Orleans, providing nationally-accredited programs to more than 8,000 individuals annually across early childhood education, workforce development, youth services, resident engagement with local residential communities and adult day care.
At the heart of Clover’s model is a belief that families thrive when support systems are interconnected: when early learning programs connect to parent employment pathways, when workforce training addresses real barriers to economic stability, and when services meet the needs of all generations. This Whole Family approach views education not as isolated interventions but as part of a larger ecosystem of family well-being.
After more than a century of service, Clover needed to define its next chapter with strategic clarity. While the Whole Family model had proven effective, the organization sought a framework that would position it to respond to emerging community needs, elevate participant voice, and build stronger alliances across the social services ecosystem.
Additionally, as a key partner in regional workforce development, Clover recognized critical gaps in understanding why unemployed and underemployed residents faced persistent barriers to accessing quality jobs and career pathways. To deliver on a Whole Family vision, Clover needed both a strategic roadmap and deeper understanding of the lived experiences of the families it served.

Solution
Clover engaged Trepwise to address both challenges through complementary strategic and research initiatives.
Trepwise facilitated a robust planning process centered on stakeholder engagement and collaborative visioning. Through discovery interviews, working sessions, and ecosystem analysis, Trepwise developed a 2023-2026 Strategic Framework with three priorities: sustaining Clover’s leadership in delivering Whole Family supports; elevating participant power as co-creators of programs; and building strategic alliances across the ecosystem. The framework also defined operational and governance priorities to align Clover’s internal culture with its vision.
Trepwise led comprehensive research for a collaborative of workforce providers to understand barriers to employment across Greater New Orleans. The multi-method approach combined survey data from hundreds of job seekers with insights from focus groups. Trepwise synthesized findings in the report “Where Are the Workers GNO,” which included analysis of the ALICE population and actionable recommendations for providers, policymakers, and employers.
Results
The Strategic Framework provided Clover with a unifying vision that resonated across its diverse stakeholder base, giving the team a shared language for how education, employment, health, and economic security connect across the lifespan. This clarity proved essential when Clover was recognized by philanthropist MacKenzie Scott with a $3 million unrestricted gift for its transformative work. Additionally, the workforce research delivered data-driven insights that informed programming across the Greater New Orleans ecosystem. The “Where Are the Workers GNO” report was leveraged by 72 program providers, employers, and partners during a November 2024 convening.
