Building a Cohesive System for Recovery at Scale

SBP is a national nonprofit dedicated to helping families and communities reduce the time between disaster and recovery by rebuilding homes and increasing resilience for low-income homeowners. In 2025, SBP partnered with Trepwise to develop a strategy to expand and deepen the impact of its key building programs in the face of changes to FEMA, Americorps, and other key entities that are core to its delivery. SBP also sought to strengthen its internal culture, bring more clarity to decision making, and tell a clearer story about SBP’s work and impact.

We designed an inclusive discovery process that engaged voices across SBP’s organization and ecosystem: staff at all levels, board members, clients, and external partners. Through interviews, focus groups, surveys, document analysis, and ecosystem research, we surfaced both organizational strengths and barriers to growth. We then facilitated collaborative planning sessions with SBP’s Senior Leadership Team to translate insights into strategic priorities, identifying opportunities to diversify revenue, integrate siloed programs, and align the organization under a shared mission. As a result of this process, we delivered a 3-Year Growth & Culture Framework to help SBP scale its work in priority states and set the standard for resilient, community-centered disaster recovery.







Results

The framework created a dual roadmap. Internally, it established clear expectations for leadership, decision-making, and staff development to build trust and shared ownership. Externally, it unified SBP’s disaster assistance, rebuilding, and financing programs into one integrated recovery pipeline, allowing the organization to support homeowners seamlessly from crisis to completion.
